The government will evaluate quotations using a tiered comparative analysis approach, considering technical acceptability, past performance, and price to determine the best value.

Vendors must be actively registered in SAM. gov at the time of quote submission and award.

A site visit is not scheduled for this location due to construction safety at the location.

Quotes from vendors that are not actively registered in SAM. gov will be rejected as non-responsive.

Responses must be received no later than 2:00 p. m. on Monday, June 29, 2026.

The county payment terms are net 30 days unless a cash discount is allowed for payment within not less than twenty (20) days. Payment term begins on the date merchandise is inspected, delivered, and accepted, and the correct invoice is received.

The county shall award to the overall lowest responsive and responsible bidder complying with the provisions of the eQuote. Criteria may include ability to perform, conformance to specification, quality of performance, financial ability, pricing, and vendor references.

Vendors must be qualified bidders and comply with the Illegal Immigration Reform and Enforcement Act, including registration and use of the federal work authorization program (E-Verify), and provide a signed, notarized affidavit.

Vendors can visit each site at their convenience.

Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendor's expense. Samples of selected items may be retained for comparison purposes.

Protests must be submitted in writing to the purchasing agent after the date the specific bid or proposal is submitted. Protests arising from factual or legal basis known prior to submission must be within three business days. Protests arising from factual or legal basis known subsequent to submission must be within ten business days after the protestor knew or should have known, but no more than ten business days after award.

Violation of the instruction not to contact county officers, elected officials, or employees prior to award will result in the bid being found nonresponsive. Submission of more than one bid as the primary bidder may be grounds for disqualification.

The total contract amount for the project shall not exceed $123,****.
