The New Castle County Votech School District is seeking proposals for a
keynote speaker and leadership facilitator. The deadline for receipt of proposals is Thursday, September 18, 2025, at 3:00 PM local time. Proposals must be submitted in writing with 5 paper copies and 1 electronic copy on CD, DVD, or USB. A separate electronic pricing file is required. The state reserves the right to reject any non-responsive or non-conforming proposals. Vendors must provide Delaware licenses and/or certifications, responses to the RFP scope of work, complete attachments and forms, and proof of insurance. Questions about the RFP must be submitted in writing to the designated contact by September 2, 2025. Responses to questions will be posted on the state's website by September 4, 2025. The state reserves the right to award multiple contracts, to waive defects, and to solicit new proposals. The contract term is one year with three optional one-year extensions. The vendor will be required to enter into a written agreement with the state of Delaware. The state of Delaware reserves the right to incorporate standard state contractual provisions into any contract negotiated. The successful vendor shall promptly execute a contract within 20 days after award. No vendor is to begin any service prior to receipt of a purchase order. The state reserves the right to extend the contract on a month-to-month basis for up to three months after the term of the full contract has been completed. Vendors are not restricted from offering lower pricing at any time during the contract term. The state of Delaware may include liquidated damages provisions for non-performance. Any disputes will be resolved through negotiation, mediation, or arbitration, governed by Delaware law. The state reserves the right to cancel this solicitation at any time. Vendors must affirm that within the past five years, the firm or any officer, controlling stockholder, partner, principal, or other person substantially involved in the contracting activities of the business is not currently suspended or debarred and is not a successor, subsidiary, or affiliate of a suspended or debarred business. The vendor shall maintain books, records, documents, and other evidence pertaining to this contract for a period of five years from the date services were rendered. The state of Delaware requires completion of the Delaware substitute form W-9 through the supplier public portal. Agencies that are part of the first state financial system are required to identify the contract number **** on all purchase orders. The state reserves the right to add terms and conditions during contract negotiations. The state reserves the right to pre-approve any news or broadcast advertising releases concerning this solicitation, the resulting contract, the work performed, or any reference to the state of Delaware with regard to any project or contract performance. The state will not prohibit or otherwise prevent the awarded vendors from direct marketing to the state of Delaware agencies, departments, municipalities, and/or any other political subdivisions, however, the vendor shall not use the state's seal or imply preference for the solution or goods provided.
