To view the solicitation and submit a response, you must complete the City's SAEPS vendor registration. if you have not completed the citys saeps vendor registration, you must do so in order to view thesolicitation and submit a response.

Payment will be made by electronic funds transfer system for award management. Invoices are to be submitted to the address shown in block 18a unless otherwise specified. Wide Area Workflow (WAWF) system is used for electronic processing of vendor payment requests and receiving reports.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The best value approach shall be used to evaluate offers: Technical Plan, Price, Past Performance, and Local Presence.

The offeror must have a local office in Central America or the United States of America, in which they will fully conduct operations out of in support of this contract opportunity. Prime contractors who do not have an operational office out of these locations will automatically be excluded from competition.

The evaluation for this acquisition will be solely based on best value of items and services that are found to be technically acceptable. Best value means the expected outcome of an acquisition that, in the government's estimation, provides the greatest overall benefit in response to the requirement. In this case, evaluation will consider availability of items service, technical in accordance with the description in CLIN ****, and price.

Offerors must submit sufficient descriptive data to validate each item service proposed.
