The intent is to procure services from the most qualified firm or organizations for these services.

Proposals are due July 13, 2026, at 10:00 a. m. CT. Proposals must be received no later than 10:00 am ct on july 13, 2026.

Proposals will be evaluated based on certification forms, state law certifications, proof of laboratory accreditation, proposer background, qualifications, plan of operation, and cost. The S4C reserves the right to make the selection on the basis of best value or quality alone. The s4c will evaluate all proposals using the criteria outlined in the table below.

Proposers must have a minimum of three years of experience providing forensic drug testing services. Proof of laboratory accreditation and key personnel qualifications are required. Proposer shall have a minimum of three 3 years experience providing forensic drug testing services to be considered

Inappropriate communications, failure to respond to clarification requests, providing false statements or materials, and anticompetitive practices can lead to disqualification. Inappropriate communications related to this rfp between the proposer or any person or entity identified in this section will result in disqualification from the process.

The bid notice states that interested and qualified contractors are being solicited for laboratory testing services.
