Proposals will be evaluated based on specialized experience in public housing and municipal law (40%), cost-effectiveness and fee structure (30%), capability to provide timely services and attend meetings (20%), and professional references and past performance (10%).

Respondents must be licensed to practice law in Michigan, have a minimum of 5 years of experience in municipal law, public housing, or administrative law, and demonstrate knowledge of HUD regulations and the Fair Housing Act.

Offerors must have at least one attorney admitted to practice law in Delaware, maintain an office in Delaware, have at least five years of relevant experience, and comply with public ethics laws.
