The proposal submittal deadline is July 21, 2026, at 12:00 p. m. Hawaii Standard Time (HST).

Payment shall be made upon submission of an invoice to the contract administrator, certifying that services were performed in accordance with the terms of the contract, and upon submission of reports.

Proposals will be evaluated based on administrative requirements, program overview, experience and capability, project organization and staffing, service delivery, and financial aspects.

Applicants must have demonstrated competence or qualifications to perform the required services, with a minimum of one year of experience in providing civil legal services to indigent persons.

The notice of protest must be postmarked by USPS or hand-delivered within five working days of the postmark of the notice of findings and decision.

Proposals may be rejected for failure to cooperate, inadequate accounting systems, late submissions, inadequate responses, non-responsiveness, or if the applicant is not responsible.

The estimated total funding available is $2,200,**** for fiscal year 2027.

Applications are due Monday, August 17, 2026, at 11:59 PM local time.

This is a cost reimbursement grant. Reimbursements are made in accordance with the grant agreement and require monthly requests detailing expenses with justification, submitted by the 15th of the month following expenditures.

The decision will be a best-service judgment considering activities, background and qualifications, evaluation, finance, and budget and budget narrative. Additional weight is given for demonstrated success in determining ORR eligibility, past experience, ability to serve diverse populations, adaptability to policy shifts, and proximity to eligible communities.

Eligible applicants must be public or private nonprofit or for-profit organizations operating in Colorado with at least two years of demonstrated experience serving ORR-eligible or other newcomer populations, and possess data collection, financial tracking, and reporting capabilities.

Failure to provide any required information or follow the response format may result in the application being deemed unresponsive and disqualified from review.

The total amount budgeted for this grant program in its first fiscal year is $350,****.

The period of performance for this contract is 12 months, commencing from the date of award.

The contractor must ensure that all LASRF service providers are attorneys, DOJ accredited representatives with full accreditation, or other contractor staff working under the direct supervision of an attorney or DOJ accredited representative with full accreditation, with reasonable exceptions to be approved by the COR.

The contractor will conduct site visits remotely with EOIR, unless the contractor receives written approval from the COR to conduct a site visit in-person under justified circumstances.
