The City of Oregon, Ohio is seeking Statements of Qualifications for professional engineering and preliminary design services for a proposed public use boat launch facility on the Harbor View Channel connecting to the Maumee River. The preliminary design will be used for potential grant funding applications and to facilitate future detailed design and construction. Four hardcopies and one electronic copy of the qualification statement must be submitted by 4:30 PM local time on Friday, May 8, 2026. The City will directly select a firm based on the qualification statement. The project schedule estimates consultant selection in May 2026, project kickoff in June 2026, progress review in August 2026, and final preliminary design to the City in October 2026. Qualification statements must include firm background, organization chart, project manager and key task manager backgrounds, project team expertise, three relevant past projects, at least five references, office location, familiarity with regulations, current workload, performance on previous projects, understanding of the project, and schedule and staffing details. The contract award will be based on technical approach and understanding of the project, previous project design and administration, experience and qualifications of the design team, and ability to implement the project promptly and meet the schedule. Final contract award is subject to City Council approval.

The submitted qualification statement shall contain the following items: a general firm background, an organization chart, project managers and other key task managers background, expertise and experience of your project team, three relevant past projects, a list of at least five references, office location, familiarity with local, state and federal regulations, current workload, performance on previous projects, understanding of the project, and schedule and staffing.
A site visit will be conducted by the consultant in order to determine the existing site conditions including, but not limited to, surficial conditions, surface water features, channel conditions, vegetative cover, and any existing infrastructure.
