Contra Costa Behavioral Health Services (CCBHS) is seeking proposals for a comprehensive behavioral health needs assessment for Asian American and Pacific Islander (AAPI) communities in Contra Costa County. This one-time assessment is funded by Measure X. The contract period is anticipated to be from January 1, 2027, to December 31, 2027. The county anticipates awarding one contract for up to $200,000. Proposals must be submitted electronically via BidNet Direct by June 16, 2026, at 3:00 p. m. PDT. Questions regarding the RFP must be submitted through BidNet Direct by June 2, 2026, at 3:00 p. m. PDT. The evaluation process includes a compliance review and a committee review based on applicant overview and qualifications, project narrative, budget, and letters of recommendation. The highest-ranked proposer will be extended a conditional award pending contract negotiations and satisfaction of insurance requirements. Protests must be submitted in writing to the CCBHS Director or electronically by 5 p. m. on the 5th business day after award notification.
The RFP proposal due date is June 16, 2026, at 3:00 p. m. PDT.
The county will award the contract to the highest-ranked responsive and responsible proposer, contingent upon successful contract negotiations and satisfaction of insurance and risk management requirements.
Proposals will be evaluated based on applicant overview and qualification (30 points), project narrative (40 points), budget and budget narrative (20 points), and letters of recommendation (10 points).
Any applicant or proposer who is aggrieved in connection with the solicitation or award of a contract may protest to the county no later than 5 p. m. on the 5th business day after award notification.
Proposals that fail to meet minimum requirements, such as being incomplete, submitted late, exceeding page limits, or lacking required sections/attachments, will be deemed nonresponsive and disqualified.
The county anticipates awarding one contract for up to $200,000 in Measure X funds.
