Polk State College is seeking a qualified designbuild firm for the renovation of a facility to establish a welding training program. The project is funded by a federal grant and must be completed by December 31, 2027, with an internal college deadline anticipated earlier. The selected firm will be responsible for comprehensive design and construction services, including architectural and engineering design, permitting, construction, and commissioning. Firms must demonstrate experience with similar educational or industrial training facilities and compliance with federal grant regulations. All questions must be submitted electronically via BidNet Direct. A non-mandatory pre-submittal conference is scheduled for May 27, 2026. The deadline for questions is June 3, 2026, with answers and the final addendum posted on June 10, 2026. Submittals are due by June 17, 2026, and must be uploaded electronically. The evaluation criteria will focus on work plan and project approach, qualifications and experience of the firm and personnel, workload and scheduling, and resolution of litigation.

The evaluation committee will evaluate respondents' submittals based on a consensus scoring method, ranking them from highest to lowest, with a total maximum score of 100. The college reserves the right to award the contract to the next most qualified firm if the selected firm does not begin contractual services within 15 days of signing the contract and/or if an acceptable fee cannot be negotiated.
Firms must demonstrate relevant experience with similar educational or industrial training facilities, as well as the capacity to comply with federal grant regulations, including but not limited to procurement standards, labor compliance, and applicable safety and accessibility requirements. Minimum qualifications include licensing and legal eligibility, relevant project experience (at least two projects of similar scope and complexity within the last five years, with at least one delivered using the designbuild method), and federal grant and compliance experience.
A non-mandatory pre-submittal conference will be held on May 27, 2026, at 10:00 am to 11:00 am in Room WLR 106.
Failure to file a protest with Polk State College's Procurement Services Department within 72 hours of the posting of the recommendation for award will constitute a waiver of proceedings.
Misrepresentation of any material fact, whether intentional or unintentional, regarding the respondent's insurance coverage, policies, or capabilities will be grounds for rejection of the submittal and may result in the rescission of any resulting contract. Failure to adhere to submittal instructions may result in rejection of the submittal. A submittal may be considered nonresponsive due to failure to meet minimum requirements, failure to follow the required format, failure to sign the submittal, failure to acknowledge addenda, or failure to provide required submittals or documentation.
