The bid submission deadline is Thursday, April 30th, 2026, until 4:00 p. m. local time, at which time said bids will be publicly opened. The successful bidder will be required to execute an acceptable performance and payment bond in the amount equal to one hundred percent (100%) of the contract price within thirty (30) calendar days of contract award notice.

The contract will be awarded as soon thereafter as practicable after the bids are publicly opened and read aloud.

Bidders must be licensed contractors as required by the Contractors Licensing Act of ****, and as passed by the 89th General Assembly of the State of Tennessee. Furthermore, the contractor should have the necessary licensing classifications as listed in the rules of Tennessee Board for Licensing General Contractors Chapter ****.

A mandatory pre-bid meeting will be held on Wednesday, April 15th, 2026, at 10:00 a. m. local time. The meeting will be held at the office of the Knox County Procurement Division, **** N. The period of performance shall be for one base year of 12 months and four 12-month option years, with a six-month extension option. The base year period of performance is from April 29, 2026, to April 28, 2027.

The contractor shall track and maintain warranty records for all contractor property and supplies used under this contract, including both government-furnished and contractor-acquired items. The contractor shall enforce all applicable warranties and ensure no unnecessary expenditure of government funds for repair or maintenance of warranted items.

The contractor is required to be a Texas state-certified Intoxilyzer **** service and maintenance provider, capable of training and certifying federal law enforcement officers. All work must comply with Texas breath alcohol testing regulations, Texas Forensic Science Commission standards, and Texas Department of Public Safety regulations.

The contractor's failure to comply with security requirements may result in the government requiring the contractor to remove contractor employees from performance of the contract. The contractor may be held liable for loss, damage, or destruction of government property resulting from negligence or willful misconduct.
