Boiler Inspection Government Bids & RFPs

The offer due date is June 20, 2026, at 3 PM MDT.

Invoices shall be submitted monthly after completion of services. Payment will be made in accordance with the Prompt Payment Act.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

Evaluation of solicitation will be based on Price and Technical Capability.

The offeror certifies that it is a small business concern and remains small for the size standard set for this procurement.

The contract is for a term of three (3) years with one two (2) year renewal at the discretion of the county.

The county reserves the right to award the contract to that bidder whose proposal, after proper and thorough analysis by the county will serve the best interest of the county.

Bidders will be permitted to examine the work site by appointment only. Bidders shall indicate their interest in a site examination by contacting Edward Duffy at ****.

No bidder may withdraw its bid within forty-five (45) days after the date of the bid opening.

Failure to submit in this manner may cause the bid to be rejected.

The bid submission deadline is June 12, 2026, at 11:00 AM Eastern Standard Time.

Payment will be made after a properly executed County of Morris voucher has been received and formally approved on the voucher list by the Board of County Commissioners at its subsequent regular meeting. The voucher will be certified correct by the department/division head who received the goods or services.

The contractor shall guarantee any or all goods and services supplied under these specifications. Defective or inferior goods shall be replaced at the expense of the contractor. The contractor will be responsible for return freight or restocking charges.

The bid may be awarded to the lowest priced total cost as detailed on the pricing page. The assessed annual service call category shall be based on the prior year's experience in those cost categories.

Bidders are required to supply a resume on company letterhead, including company size, facilities and equipment, and number of permanent, full-time service personnel with their years of experience, qualifications, and license numbers. A list of at least three users of their service with contact person and phone number is also required. Bidders must also demonstrate satisfactory performance of similar work and have a local organization and facilities.

The county may deduct a penalty of **** for each person for each calendar day during which discrimination or intimidation occurs in violation of the contract provisions. The contract may be canceled or terminated for any violation.

A pre-bid site inspection is scheduled for Thursday, June 4, 2026, at 10:00 AM at the Morris View Healthcare Center lobby. Attendance is highly recommended.

Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids.

Bids containing any conditions, omissions, unexplained erasures or alterations, items not called for, or irregularities may be cause for rejection. Failure to submit required bid security or consent of surety shall be cause for rejection.

The period of performance for this contract is from January 3, 2026, to December 2, 2030, with a base year and three option years.

All invoices shall be submitted electronically in accordance with VAAR clause **** Electronic Submission of Payment Requests. Payment will not be made for any unauthorized unscheduled maintenance work that was not pre-approved by the CO or COR.

Equipment, components, and parts not installed under this contract shall not be removed, replaced, or deficiencies corrected while still under the manufacturer's or installer's warranty, without prior approval of the COR.

Contractor shall have technical training, track records of working experience in maintenance, inspection, testing and repairing of boilers and burner management system of water tube and fire tube boilers. Experience shall be within healthcare, industrial, research, educational and commercial facilities for a minimum of five 5 years for similar size and type of boilers as under this contract. Contractor shall be certified to maintain repair the burner management systems listed in this performance work statement for the various boilers at the three VA locations. At a minimum C4 boiler, hotwater and steam fitting license is required for installation, service, and repairs and R-stamp certification is required for repairing or altering boilers, confirming that pressureretaining items are repaired, welded, or modified according to strict safety standards of national board inspection code NBIC.

The contractor shall not employ any individual identified as a potential threat to the health, safety, security, and general wellbeing, or operation of the VAPHCS facilities or personnel.
