This acquisition is for the centralized access for data exchange program (CAFDEX) software, used for fuel transaction reconciliation. The acquisition is being processed as a sole source award under FAR **** due to the proprietary nature of the CAFDEX software, which is the only responsible source capable of meeting the government's requirement. A notice of intent to sole source was posted publicly on May 20, 2025, and no responses were received from other vendors. Pricing and terms have been negotiated by GSA Advantage under a multiple award schedule, ensuring fair and reasonable pricing. Offerors must complete blocks 12, 17, 23, 24, and 30. Offer due date is 10 July 2025, 12:00 PM local time. The solicitation incorporates FAR clauses ****, ****, ****, and **** are not attached. Vehicles must be 2015 model year or newer, with fully functioning brakes, fluids, air conditioning, heating, windows, seatbelts, mirrors, wipers, parking brake, and horn. The contractor is responsible for maintenance, repairs, spare parts, tire replacement, and fuel. Vehicles must be clean and free of debris. Fuel cards are required. 24/7 roadside assistance is required. Comprehensive insurance is required. Emergency contact sheets are required in each vehicle. The government is not responsible for acts of God or normal depreciation. Invoices must be submitted when all tasks are completed. All US DOD military operators must have a valid US driver's license. The contractor must provide points of contact with names, business address, phone numbers, and hours of operation, including arrangements for contacting them after normal business hours. The government reserves the right to make an award solely on initial quotes received. Quotes must contain all requested line items. All materials must be delivered on the specified date. No partial deliveries will be accepted. Associated prepaid shipping costs must be identified in the quote. Quotes should be valid for 90 days. Offerors must complete FAR **** or **** and **** or **** will be accepted via email up to 48 hours after the posting of the RFQ. No phone questions will be accepted. The deadline is necessary to ensure timely award.

The solicitation is for the repair of C130 fuel quantity indicators. The contractor must furnish all materials, labor, parts, equipment, and expertise. The estimated period of performance is from July 9, 2026 to July 8, 2031. There are multiple options for the contract. The delivery schedule is established on each issued delivery order, with a required delivery of all repaired assets within 60 calendar days after receipt of order or assets, whichever is later. Early deliveries are encouraged and acceptable. Negotiations on proposed over and above work should be completed prior to commencement of work, but in no case later than when 40% of the work is complete. The government reserves the right to adjust the latest cost amount as reflected in this solicitation either upward or downward at any time prior to or after contract award. This adjustment is not subject to negotiation. Copies of tech order manuals may be requested. It is the contractor's responsibility to provide a fully executed copy of the DD form **** with all requests for tech orders. The government reserves the right to delete from the bid price each line item of data and/or reports that the government does not desire prior to and after final award.
