The contractor shall be paid in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, with 100% payment upon receipt and acceptance by the NIST TPOC of the fully delivered and accepted system.

The contractor shall warrant the entire system in accordance with the contractor's standard commercial warranty. The warranty shall commence upon acceptance of the cryostat and shall be in accordance with the terms of FAR ****.

The government intends to make an award, based on best value, to the offeror with the proposed solution that is most advantageous, price and non-price factors considered. When combined, non-price factors are more important than price.

Offerors must possess an active registration in the System for Award Management (SAM. gov) when submitting a quotation and shall continue to hold an active registration until time of award, during performance, and through final payment.

If the SAM. gov registration is not active, the quotation will not be considered for award.

Delivery is required within 12 weeks from the date of award.

Firms that believe they can fully meet the governments requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 15 days after publication of this pre solicitation notice.

Bid submission deadline is July 30, 2026, at 2:00 PM. Work identified in a task order shall be completed within thirty 30 business days of owner authorization, unless an alternative schedule has been approved by the owner.

Payment will be made upon compliance with the following: prior issuance of a purchase order, full and faithful performance, acceptance of work/material, receipt of vendor invoices, and receipt of certified payrolls where applicable. Compensation shall be paid based on unit pricing stated within the bid submission resulting in a contract award.

The contractor warrants that all services performed herein under shall be the kind and quality necessary to assure performance of the equipment in accordance with the manufacturers published specifications.

Award shall be made to the lowest responsive and responsible bidder.

Bidders must submit a properly completed and executed bid form with certification, noncollusion certification, certification of no conflict of interest or detrimental effect, Iranian divestment certification, prevention of sexual harassment certification, and a completed Form W9. Contractors and subcontractors must register with the New York State Department of Labor (NYS DOL) and submit their certificate of registration.

Failure to deliver as specified may result in termination of the contract and may further disqualify your firm from receiving future contracts for at least two years. The contractor shall be responsible for repairing any damage to other surfaces or finishes caused by, or resulting from his/her operation.

This request for bid does not require a prebid meeting and site tour. Bidders are required to satisfy themselves, by personal examination of the site as to work involved and of the difficulties likely to be encountered.
