Clallam County is seeking proposals for the replacement and retrofitting of detention security electronic systems at the Juvenile Facility and Jail. The project includes the replacement of integrated detention security electronics systems, such as door control, PLC, video management, lighting, and intercom systems. Maintenance services, including preventive and repair maintenance, are also required. Proposals are due by April 28, 2026, at 10:00 AM PST. A mandatory pre-proposal meeting will be held on April 14, 2026, at both the Juvenile Facility and the Jail. The county reserves the right to cancel the procurement, reject any or all proposals, and retain all proposal materials. The estimated budget for this project is $1,100,000 USD. Proposals must be submitted in writing and address all criteria outlined in the RFP. The evaluation criteria include attendance at the mandatory pre-proposal meeting, proposal understanding and approach, project schedule, declaration of subcontractors, resumes of key team members, and pricing. The project completion deadline is December 31, 2026. A one-year warranty is required from the date of installation completion and written county acceptance.
The contractor is to complete this project on or before December 31, 2026.
The contractor shall provide one 1 year warranty from the date of installation completion and written county acceptance. Warranty shall cover labor and materials for the complete system. Exceptions: warranty does not apply to existing equipment repurposed for this RFP scope of work. Beneficial use of the system does not apply for this project in regards to the start date of warranty. Contractor shall start warranty when the project both buildings is completed and accepted by the county.
Clallam County will accept and consider the proposal or proposals which, in the estimation of Clallam County, will best serve the interests of Clallam County. Clallam County reserves the right to award a contract to the proposer's whose proposal is most advantageous to Clallam County based upon the evaluation process and evaluation criteria contained within this RFP.
Proposers will be evaluated on their proposals response to the evaluation criteria. The proposal submitted shall respond to the following criteria in the order as listed below: 1. Attendance at mandatory preproposal meeting (Pass/Fail), 2. Proposal understanding and approach to the RFP scope (20 points), 3. Proposal schedule of work to complete cutover (20 points), 4. Declaration of subcontractors and price (20 points), 5. Resumes of system engineers, programmers, project manager, on site lead technician (20 points), 6. Pricing, including separate add alternates (20 points).
There will be a mandatory onsite preproposal meeting on April 14, 2026, from 9:00-11:00 AM PST at the Juvenile Facility, and a second onsite preproposal meeting at the Jail from 1:00 PM to 3:00 PM. No late arrivals will be admitted once the meeting has started, no exceptions. Failure to attend the meeting will result in a nonresponsive proposal.
The last day to submit questions is April 23, 2026. If no written protest is filed by 5:00 PM on the seventh day following announcement of the decision, the awards will be deemed final. Clallam County will not entertain protests submitted after this time period.
The budget for this project, inclusive of implementation, is $1,100,000 USD.
