This is a solicitation for passenger transportation services with vehicles and drivers for the U. S. Mission in Vienna, Austria. The contract will be for a one-year base period with two one-year renewal options. Services will be provided on an indefinite delivery, indefinite quantity basis with firm-fixed hourly rates. The contract has a minimum order amount of EUR 1,**** and a maximum order amount of EUR 100,****. The contractor must provide vehicles (sedan, van, SUV) and qualified drivers. Drivers must have good English skills, local knowledge, and possess valid driver's licenses. The contractor must have at least 6 registered vehicles and 5 directly employed drivers, and be able to arrange for additional vehicles and drivers as needed. A 24-hour dispatcher is required. Drivers must be regularly trained in safe driving practices, dressed properly (suit and tie), and vehicles must be clean and in good condition. The contractor must provide security clearances for drivers and dispatchers. Award will be made to the lowest priced, technically acceptable, responsible offeror. Offerors must demonstrate ability to perform, including past performance, experience, and financial resources. Proof of SAM registration is required.
The contract period includes a one-year base year and two unilateral one-year renewal options. Individual delivery orders will be issued for specified services within designated rates.
Payment will be made by the U. S. Embassy in Vienna. Invoices are to be submitted electronically to ***@***. *. * and must show Value Added Tax (VAT) as a separate item.
Award will be made to the lowest priced, technically acceptable offeror who is a responsible contractor.
Offerors must demonstrate their ability to perform, including providing a project manager with English proficiency, evidence of an established business, proof of SAM registration, a list of clients over the past three years demonstrating relevant past performance, evidence of necessary personnel, equipment, and financial resources, and a plan to obtain local licenses and permits. Drivers must have good English skills, local knowledge, and possess valid driver's licenses.
The Quality Assurance and Surveillance Plan (QASP) outlines procedures for monitoring contractor performance. If services exceed the standard, the Contracting Officer's Representative (COR) will notify the Contracting Officer for appropriate action under the inspection clause.
