The Department of Homeland Security (DHS), U. S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), proposes to enter into a contract with FileonQ, Inc. for commercial software licenses, maintenance, technical support, and enhancements services. The justification for a sole-source contract is based on FileonQ's proprietary software, the lack of alternative sources, and the significant costs and operational disruptions associated with transitioning to a different system. The total estimated value of the contract, including options, is $5,767,258. 00. The acquisition is being made under simplified procedures for commercial items. The contracting officer has determined that the contract represents the best value and lowest overall cost. Market research was conducted, and no alternative sources were found. The requirement will be posted on SAM. gov on June 20, 2025.

Addendum 2 to the IFB document revises the due dates for responses to questions, the bid due date, the bid opening date, and the proposed award date. Addendum 3 provides questions and answers received and revises the bid rate sheet. See the attached IFB addendum 2 for more information.

Proposals are requested for financial audit services for the City of Green Bay, Green Bay Metro Transit, and Green Bay Water Utility. The due date for proposals is October 9, 2025, at 2:00 PM CST.
