This is a Sources Sought notice from the Department of the Air Force for professional formation skydiving instructor services for the United States Air Force Academy. The anticipated contract will provide advanced instruction, coaching, performance analysis, and competition support to the U. S. Air Force Parachute Team Wings of Blue. Services include developing training plans, providing freefall and wind tunnel coaching, conducting video debriefs, developing competition strategy, and providing onsite and remote support. The period of performance is anticipated to be a base year from October 1, 2026, to September 30, 2027, with four one-year option periods. Services will be performed at government facilities, commercial wind tunnels, and competition sites, primarily in Colorado Springs, CO, with required travel to other locations. Minimum contractor qualifications include 10 years of competitive formation skydiving experience, 5,000 competition jumps, demonstrated coaching experience, national/international championship experience, videobased performance debrief experience, and knowledge of USPA and FAI rules. Interested parties must submit a capability statement (max 10 pages) via email by June 4, 2026, at 10:00 AM MDT. The statement should include company information, business size/socioeconomic status, a capability narrative demonstrating ability to meet qualifications, and up to three relevant past performance references. The government will not reimburse for costs incurred in preparing a response and this notice does not obligate the government to award a contract.

The government requires the instructor to possess a minimum of ten 10 years of competitive formation skydiving experience, a minimum of 5,000 competition jumps, demonstrated experience coaching advanced formation skydiving FS teams, experience competing at national and/or international championship-level events, demonstrated experience conducting video-based performance debriefs, and comprehensive knowledge of United States Parachute Association (USPA) and Fédération Aéronautique Internationale (FAI) competition rules.
