Proposals must be physically received by the NJWSA by Wednesday, September 9, 2026, at 4:00 PM.

The NJWSA's selection committee will evaluate proposals based on the approach presented (45 points), personnel experience (30 points), past performance (20 points), and firm location (5 points).

Consultants must submit statements of qualifications and technical proposals. Required forms, certifications, and registrations are listed in Section 1. 7. 1.

Written questions concerning the RFP must be received prior to Monday, August 24, 2026, at 4:00 PM.

Any proposal not received on time or at the right location will be rejected. Failure to acknowledge all RFP requirements may also lead to disqualification.

Such capabilities qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
