Progress payments are made within 30 calendar days of submission, with 5% retainage held until final completion. the owner shall retain ten percent 10 five percent 5 if the total contract price exceeds 25, 000 of the amount of each estimate until final completion and acceptance of all work.

The contractor guarantees all work will be of good quality and free from faults or defects. the contractor guarantees and warrants that all materials and equipment which are to become part of the work shall be new unless otherwise specified and that all work will be of good quality and free from faults or defects.

Requests for interpretation of plans and specifications must be made in writing not later than 96 hours before bid opening. bidders desiring further information, or further interpretation of the plans and specifications must make request for such information in writing to the architectengineer, not later than 96 hours before the bid opening.

Bids from firms not attending the prebid conference will be rejected. bids received from firms or individuals not listed on the roll of attendees of the prebid conference will be rejected and returned unopened to the bidder.

The work is to be completed within 365 calendar days after written notice to proceed (NTP).

The basis of award will be best value to the government, evaluated in accordance with price and past performance.

Project superintendent must have minimum 5 years construction experience, with at least 5 years as superintendent on similar earthwork and channel restoration projects. QCSM must have 5 years experience and CQM-C certification.

Offerors must be registered in SAM and PIEE with active status. The government reserves the right to reject quotes that are unrealistically low or exceed available funds.

The anticipated construction cost is between $300,**** and $350,****.

Delivery is on an as-needed basis. The supplier will be notified by the department of public works when material is needed. Delivery shall be to the department of public works yard, **** Farmington Road, Livonia, Michigan ****.

All invoices shall be submitted monthly by supplier to the city of Livonia on the basis of the unit prices bid within the contract period specified. Payments based on progress estimates will be made biweekly for 95% of the work completed.

The contractor, as a condition precedent to final payment, shall execute a maintenance and guarantee bond in an amount at least equal to 100% of the contract price. The guarantee covers all work for the duration of the contract subsequent to final payment.

The city has the right to require pertinent information from a contractor requesting to bid the project. When so required, a bidder shall submit a properly executed contractors qualification statement, AIA document A305.

If the work is abandoned or the contractor fails to perform, the city may take possession of the work and the entire cost incurred shall be charged to the contractor and deducted from any sum due under the contract.

No prebid meeting will be held for this bid.

No inquiry received within four 4 days of the date fixed for the opening of the bids will be given consideration.

The successful bidder, upon failure to execute the contract and bonds within fifteen 15 days after notice of acceptance, shall forfeit the security deposited with his bid as liquidated damages.
