Vending Management Government Bids & RFPs

The contract will be a firm fixed price contract. Consideration for bid price increases or decreases will be made only for extreme changes in market conditions, as determined and agreed upon by the CSD procurement officer and the supplier.

The award of contract, if made, will be to the suppliers who are responsive and responsible to all administrative and technical requirements of the RFP who has demonstrated competence and qualifications in regards to providing the services required the pricing for the services offered and who receives the highest rating based upon all of the criteria set forth in the RFP.

The proposing supplier must be properly licensed to do business in the state of Utah. Proposals will be evaluated based on responsiveness, responsibility, competence, and qualifications.

If additional information is requested, CSD will make arrangements for site visits to walk the premises and evaluate each location, as well as potential new locations.

CSD reserves the right to reject the low bid if the products bid are not equal to or better than the items listed on the price schedule and/or are not acceptable in appearance, durability, and performance applicable if samples are requested and evaluated.

The vendor kiosk shall be fully operational and open for service on or near January 1, 2027.

Revenue share payments shall be remitted monthly, accompanied by detailed sales reports.

The purchasing office will base a recommendation for contract award on: Price (40 points), Vendors experience/reputation (25 points), Quality of products/services (25 points), Financial capability (5 points), and Marketing plan (5 points).

Vendors are requested to submit a proposal offering their total line of available products and services that are commonly purchased by governmental entities, school districts, and other public, not-for-profit agencies and organizations.

Failure to comply with revenue reporting, payment requirements, or service level standards may be considered a material breach of contract and grounds for termination or nonrenewal.

Deviations or exceptions stipulated in a vendors response may result in disqualification.

Delivery and installation of all equipment shall be within **** days after notice to proceed and with coordination through the Parks and Recreation Department.

The lowest responsible bidder will be determined based on quality and performance, ability and capacity to perform, ability to perform within the time specified, character, integrity, reputation, judgment, experience, and efficiency, previous performance, and ability to provide future maintenance.

The owner may investigate the bidder's ability to perform, requiring information on capital, credit rating, office force, field force, labor relations, and equipment supply. The owner reserves the right to reject any bid if the evidence submitted by, or investigations of, such bidder fails to satisfy the owner that such bidder is properly qualified to carry out the obligations of the contract

Liquidated damages of **** per day will apply for exceeding the schedule. with a **** five hundred **** us dollars per day in liquidated damages for exceeding the schedule will apply.

A pre-bid meeting has been scheduled for 10:00 am on tuesday, june 30, 2026 at the floyd adams jr. complex, 20 interchange court room 104, savannah ga **** to address any questions and or issues that may arise.

The board of purchase reserves the right to reject any and all proposals and to waive formalities.
