Awarded contractor shall perform work with certified lead technicians in compliance with a current medical surveillance program for lead hazards.

Contractor is required to visit the site to satisfy themselves as to the nature and all other matters and conditions which may in any way affect the work or the cost thereof under this contract. The proof of visit form provided is required to be signed by the vendor and an authorized PSP representative and must be included with bid submission.

The USDA requires delivery of all items by 90 days ARO. Early deliveries will be accepted. The delivery location is 300 West Hemlock Street, Fort Collins, Colorado ****.

Award will be made to the offeror representing the best value to the government, evaluated on the lowest price technically acceptable criteria. Only the lowest priced offer will be evaluated for technical acceptability.

Concerns having the expertise and required capabilities to provide this item are invited to submit offers. The acquisition is set aside for small business concerns with a size standard of **** employees.

Protests must be filed within the timeframes specified in FAR **** strives to resolve agency-level protests within 35 business days of receipt.

Submission of a knowing false statement relating to offerors compliance with requirements may subject the offeror to liability under the false claims act and/or criminal liability. Failure to comply with the terms of the DEI clause may be grounds for termination for default.

Proposals must be received no later than 1 p. m. on June 29th, 2026. Proposals received after 1 p. m. on June 29th, 2026 will be considered nonresponsive and will be rejected.

The evaluation criteria will not be based solely on lowest cost, although cost will be a significant consideration. The review panel will also consider the following additional factors: 1. Experience consistent with the standard of care, diligence and skill ordinarily exercised by professionals in this field.

All barber or stylist professionals providing service shall have all necessary licenses from the appropriate licensing agencies, and such licenses shall be current and in good standing. The contractor shall provide copies of those licenses to the plumas county sheriffs office upon request.

Protests must be filed in writing within five 5 working days from the time of the occurrence generating the protest. Protests received after this time will not be considered.

Failure to include certificates of insurance in a proposal may result in the rejection of that proposal. Telephonic, telegraphic, or faxed proposals will not be accepted.

Delivery is expected by 08/31/2026.

Payment requests shall be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform (IPP). A proper invoice must include contractor name and address, invoice date and number, contract number, description, quantity, unit price, extended price, shipping number and date, discount terms, and contact information.

The government will award a contract to the responsible contractor whose quote conforms to the solicitation requirements, is determined acceptable, and provides the lowest price for the government.

The contractor must be registered in SAM. gov, including small business status. The contractor shall complete and submit the ISBEE representation form. Quotes will be removed from consideration if the contractor does not complete the certification or submits incomplete information.

The quote will be removed from further consideration if the contractor does not complete the ISBEE representation form, submits incomplete information, or submits alternate forms.
