This is a public tender for inmate barber supplies from the Caddo Parish Sheriff's Office. Bids can be submitted either on paper or electronically via www. ***. *. * deadline for submission is June 11, 2026, at 2:30 PM. Bid opening will occur at 3:00 PM on the same day. The contract will be for a twelve (12) month period, with prices held firm for that duration. The Sheriff's Office reserves the right to reject any and all bids. Delivery is required to Caddo Correctional Center and the Work Release facility. Bidders must be prepared to provide samples upon request. The award will be based on a combination of factors including price, quality, delivery, and bidder responsibility. The contract can be canceled with 30 days written notice.
Paper bids must be returned to the Caddo Parish Sheriff's Office, 505 Travis Street, Suite 700, Shreveport, Louisiana ****, and electronic bids must be finalized in BidNet Direct no later than 2:30 p. m. on June 11, 2026.
The successful bidder shall replace, at no cost to Caddo Parish Sheriff's Office, any inmate barber supplies purchased as a result of this bid, if that product is deemed unacceptable for any reason resulting from deviations from the specifications contained herein, or as a result of improper storage, shipping or handling of product by the successful bidder or its designated carrier.
Bids shall be evaluated on the basis of the suitability of items offered for the intended use, the ability of bidders to stock and issue inmate barber supplies in manner described herein, and the lowest overall price on the bid form and the bidders responsiveness and responsibility are also considerations. The bid award will be based on the following criteria: total compliance with all written specifications, price factor, experience and capabilities to provide, ability to maintain inventory on an as needed basis, quality, delivery and pickup capabilities, bidder responsiveness and responsibility. Bid will be awarded on an all-or-nothing basis. Entire bid will be awarded to one (1) vendor.
The bidder must indicate their status by checking the appropriate box (individual, firm, corporation) and provide the signature of an authorized representative. Bidders must also be prepared to provide samples upon request, and failure to do so may be grounds for considering the bidder nonresponsive.
If for any reason, vendor withdraws bid after forty-eight (48) hours after bid opening, vendor is subject to being invoiced the cost difference incurred from the Caddo Parish Sheriff's Office purchasing same merchandise from next available vendor.
Upon request, bidders shall be required to provide samples of items bid. Should a sample be requested, it shall be required that the bidder, or his representative, furnish the requested samples to Caddo Parish Sheriff's Office, Finance Office, within three (3) working days of request.
Any bids submitted not in compliance with bid instructions showing unauthorized additions, conditional or alternate bids, incomplete bids, etc. , will be rejected.
