This is a non-personal services contract for burner management system controls maintenance for the VA Palo Alto Health Care System. The contractor shall provide labor, materials, and equipment to inspect, calibrate, and repair burner management system controls for boilers on a semiannual basis at three VA locations: Palo Alto, Livermore, and Menlo Park. The contract will be a firm fixed-price type. Electronic invoicing is required through Tungsten Network. The contractor must have technical training, a minimum of five years of experience in similar facilities, and be certified to maintain and repair the specified burner management systems. Licenses such as C4 boiler, hot water and steam fitting, and R-stamp certification are required. The contractor shall provide a contract manager and alternate, and all personnel must consent to background checks and wear VA-issued identification badges. The contractor is responsible for all tools and equipment. Scheduled inspections require a full inspection report and proposal for repairs. Unscheduled maintenance and repair services require a quote within 5 calendar days of the government request, and work will not be performed without authorization. OEM parts must be provided or installed. The contractor shall establish a quality control program within 10 days of notice to proceed. Work outside the scope of the contract requires prior authorization from the COR and issuance of a separate purchase order to ensure compensation.
The period of performance for this contract is from January 3, 2026, to December 2, 2030, with a base year and three option years.
All invoices shall be submitted electronically in accordance with VAAR clause **** Electronic Submission of Payment Requests. Payment will not be made for any unauthorized unscheduled maintenance work that was not pre-approved by the CO or COR.
Equipment, components, and parts not installed under this contract shall not be removed, replaced, or deficiencies corrected while still under the manufacturer's or installer's warranty, without prior approval of the COR.
Contractor shall have technical training, track records of working experience in maintenance, inspection, testing and repairing of boilers and burner management system of water tube and fire tube boilers. Experience shall be within healthcare, industrial, research, educational and commercial facilities for a minimum of five 5 years for similar size and type of boilers as under this contract. Contractor shall be certified to maintain repair the burner management systems listed in this performance work statement for the various boilers at the three VA locations. At a minimum C4 boiler, hotwater and steam fitting license is required for installation, service, and repairs and R-stamp certification is required for repairing or altering boilers, confirming that pressureretaining items are repaired, welded, or modified according to strict safety standards of national board inspection code NBIC.
The contractor shall not employ any individual identified as a potential threat to the health, safety, security, and general wellbeing, or operation of the VAPHCS facilities or personnel.
