Knox County, Tennessee is seeking professional services for regional preparedness workshops, training, and Family Assistance Center (FAC) plan updates. Proposals are due by 2:00 PM on May 27, 2026. Late proposals will not be considered. Vendors must be registered with Knox County's online procurement system (KnoxBuys). Award will be made to the most responsive, responsible proposer based on evaluation criteria: Experience and Qualifications (40 points), Program Plan and Approach (40 points), and Cost (20 points). The contract deliverables must be completed by July 31, 2027. Vendors must submit two hard copies and an electronic version of their proposal on a flash drive. Payment processing may take a minimum of 30 days. Vendors must be able to accept the Knox County Visa credit card. Insurance requirements are detailed in Attachment D.
Proposals must be received by 2:00 PM on May 27, 2026. Late proposals will neither be considered nor returned.
Vendors are advised that a minimum of thirty (30) days may be required to process invoices for payment.
Contractor warrants to Knox County that all items delivered and all services rendered shall conform to the specifications, drawings, proposal and/or other descriptions furnished and/or incorporated by reference, and will be fit for the particular purpose purchased, of merchantable quality, good workmanship, and free from defects. Contractor extends to Knox County all warranties allowed under the U. C. C. Contractor shall provide copies of warranties to the county. Return of merchandise not meeting warranties shall be at contractor's expense.
Award will be made to the most responsive, responsible proposers meeting specifications and presenting the products and/or services that is in the best interest of Knox County. Award will be made in accordance with the evaluation criteria specified herein. The evaluation criteria can be found in Section 3. 8.
The following are the minimum requirements that each proposer must demonstrate: Demonstrated experience designing, conducting, and evaluating Homeland Security Exercise and Evaluation Program (HSEEP)-compliant exercises, including development of exercise documentation and facilitation of participant engagement. Subject matter expertise in strengthening cross-discipline coordination and collaboration among government agencies, public safety entities, emergency management professionals, and social service organizations. Proven ability to facilitate discussions on complex or sensitive community issues among participants with differing perspectives, ensuring conversation remains solution-oriented, and aligned with project objectives. Experience with emergency management planning. Experience with Family Assistance Center or mass care planning. Experience integrating housing and sheltering into disaster planning. Knowledge of rural service-delivery challenges. Ability to translate planning into practical operational tools.
