This invitation to bid is for miscellaneous automotive chemicals for the City of Rochester. Bids are due by June 23, 2026, at 11:00 AM. Bidders must submit Material Safety Data Sheets (MSDS) with their bids. Delivery is expected within 2 days of order for stocked items. The contract term is one year with options to extend up to three additional years. Award will be made to the lowest responsive and responsible bidder offering the best value. Bidders must provide a single percentage discount. The city reserves the right to negotiate better discounts. A W9 form is required with each bid. The contract is subject to the Iran Divestment Act.
For all items which are normally stocked by the contractor, delivery shall be made within two (2) days of receipt of order. Shipment of emergency items shall be made immediately upon request.
Payment will be based on any invoice used in the contractor's normal course of business, provided it contains accurate item description, catalog number, quantity, unit price, net total cost, city contract number, city purchase order number, date of delivery, and location of delivery.
The contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one (1) year from date of acceptance.
Award will be made to the lowest responsive and responsible bidder whose bid is the lowest best value offer to the City by total bid price, with a potential 5% price advantage for MWBE businesses.
The city may consider the bidder's adequate facility, qualified personnel, and previous performance. The city may inspect the bidder's facility and require additional information.
Failure to comply with MSDS requirements may result in retention of payment. Failure to deliver within the stipulated time may result in the city purchasing in the open market and holding the contractor liable for excess costs.
Samples submitted by bidders on items for which they have received an award may be retained by the city until delivery is completed and accepted. Bidders who are not awarded a bid must remove their samples as soon as possible after award.
Bids submitted without required MSDSs will be subject to rejection. Failure to comply with MSDS requirements may result in retention of payment. Bids containing multiple discounts are subject to rejection. Submitting two bids may lead to rejection.
