Payment will be made by electronic funds transfer through the U. S. Department of the Treasury's Internet Payment Platform (IPP). Payment requests must be submitted electronically through the U. S. department of the treasurys internet payment platform system ipp.

The government will award a firm fixed-price purchase order to the lowest priced technically acceptable responsible offeror.

The products shall conform with the products and specifications in the solicitation. Contractor shall demonstrate its capability in meeting the delivery time frame of 30 days ARO. The contractor shall demonstrate its ability to meet the delivery deadline by providing proof of its capability to deliver fully manufactured items, which are in stock, and ready to ship. Proof of being an authorized reseller, if applicable.

Protests must be received by the contracting officer within one day of filing a protest with the GAO.

Offers received from enterprises that are not both Indian economic enterprises and small business concerns will not be considered and will be rejected. Any false or misleading information submitted by an enterprise when submitting an offer in consideration for an award set aside under the buy indian act is a violation of the law punishable under 18 ****.

Delivery is required within 7-10 days ARO, but items are not to be shipped until called for by the agency.

Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later. Discounts for payment made within 30 days will be accepted but will not be an award consideration.

The manufacturers standard warranty will apply unless otherwise specified in the solicitation.

The state intends to award this contract on an individual basis to the lowest responsive, responsible bidders meeting the specifications. The state reserves the right to reject individual line items.

Bidders must be registered in the LAGov system. Bids must be submitted by a person authorized to bind the vendor. Corporations and LLCs must be registered and in good standing with the Louisiana Secretary of State for contracts over $25,000.

Failure to deliver within the time specified or to provide services as specified will constitute a default and may cause cancellation of the contract. The state reserves the right to purchase on the open market and charge the contractor for excess costs.

Bids may be rejected if they do not meet specifications, if the vendor cannot make delivery within the stated timeframe, or if the vendor is found to have engaged in collusion or fraud. Failure to comply with civil rights laws, ADA accessibility requirements, or federal suspension/debarment rules can also lead to termination.

Responses to this IFB must be received by July 22, 2026, 10:30 AM CT.

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and detail the work completed.

The award will be made to the bidder who provides the best value to the state of Texas, considering meeting or exceeding requirements, ability to meet performance delivery, and price.

Bidders must have at least five years of relevant experience. Personnel assigned to perform services must be fully trained and have at least five years of relevant experience. The contractor must have a DDS degree.

Failure to comply with sole point of contact requirements, including discussions about cost information, may result in disqualification. Including assumptions in a response could also lead to disqualification.

The historical spend for the same or similar services was $45,**** for the period of one year.

The required delivery date (RDD) is August 21, 2026.

Payment preference is WAWF (Wide Area Workflow). If you do not have a WAWF account, you are unable to receive payment from Norfolk Naval Shipyard as payment is paid through WAWF.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The award will be given based on lowest price technically acceptable (LPTA). All quotes will be evaluated for both technical acceptability and price reasonableness.

Vendors must provide a detailed unpriced capabilities statement for review and acceptance by the technical POC. The technical capability portion of the quote should include lead time for each item and a complete list of supplies per the SOW.

Vendors must be registered in the SAM database to be considered for award. Failure to meet technical specifications or provide required documentation may result in disqualification.
