This is a sole source requirement for comprehensive preventative maintenance, emergency repair services, and technical support for perimeter security barriers at NASA Headquarters. The contract will be for a 2-year agreement with options to maintain and repair the security barriers. It includes all parts and labor for both routine and emergency maintenance, with a 24/7/365 emergency response. Response times are critical failure: onsite within 3 hours, and noncritical: onsite within 2 business days. All work must comply with standard security barrier operations, safety, systems governance, and local building and electrical codes. Deliverables include field service reports, unit health assessments, and future recommendations. Technicians must have appropriate certifications, clearances, and safety training. The period of performance is June 1, 2026, to May 31, 2028. This is a 2-year renewal for Potomac Security Barrier Maintenance.

This is an amendment to solicitation **** for environmental remediation services, including hazardous substance removal, cleanup, disposal, and operational support. The contract is for Bardwell asbestos abatement and HVAC remediation services and is a non-personal services contract. The contractor must provide all necessary personnel, equipment, supplies, and facilities, except for government-provided property. Services must meet specified standards and comply with FAR ****, EM ****, and applicable Texas state and local laws and regulations.

The contractor shall provide labor, equipment, tools, materials, and supervision to assess the current condition of hangar doors at buildings 808, 809, and 810. Following the assessment, a list of discrepancies must be provided. The contractor must comply with federal, state, and local codes, as well as specific national standards (NSPC, NEC, ASHRAE, OSHA, NFPA, UFC). Coordination with building occupants and the facility manager is required to minimize interruptions, with a 14-day advance notification for shutdowns. The contractor is responsible for providing any necessary man lifts, restoring disturbed areas, disposing of debris off-installation, and cleaning the work site. Damage to government or personal property resulting from contractor actions is the contractor's responsibility. Upon completion, system schematics, as-builts, and maintenance/service manuals (one hard copy and one digital file) are required. A one-year warranty on all work from the date of acceptance is mandated. Hazardous conditions must be reported immediately. A confined space permit is required before entering any confined space. Government-furnished property includes utilities and workspace, but no covered or secure storage. Toilet facilities in the immediate work area are permitted. General on-base security, police, and fire protection services will be provided by the government. Telephone services are not provided, but contractor use of government phones in emergencies or during field/site work may be allowed, with no long-distance calls authorized. Health and safety measures, including OSHA requirements, are detailed. Advance approval (24 hours) is needed for welding, cutting, or brazing operations, requiring a fire watch and appropriate fire extinguishers. A DAF Form 103 (Work Clearance Request) must be completed and approved prior to starting work and renewed every 30 days. Waste, excess, scrap, and salvage materials belong to the contractor and must be disposed of off-base according to regulations. Contractors must report any security threats. Travis Air Force Base is a closed base, requiring identity proofing and vetting for base access, including NCIC and CLETs checks, unless a current favorable government security clearance is verifiable. Random screenings may occur, and disqualifying information can lead to denial of base access or revocation of passes. The primary contractor must ensure all personnel possess proper credentials to work in the United States.
