The contract is expected to start December 1, 2026, to November 30, 2027, with four 12-month renewal options.

Payment shall be made monthly in arrears for services provided during the billing month, upon submission of a properly prepared invoice.

Interested contractors shall submit a capabilities qualifications statement to include an overview of proposed solutions and a description of the product.

The complete order quantity shall be delivered to the PPV contractors within 15 calendar days after receipt of order.

Under this resulting contract, the contractor will be receiving payments from the PPV contractors instead of directly from the government. Payment terms shall be agreed upon between the PPV contractors and the contractor awarded a contract from this solicitation.

Offerors must submit a subcontracting plan if they are large business concerns. Manufacturers and distributors must provide a letter of commitment or certification. Product information must be registered with RxNorm, First Data Bank, and Medispan.

If a national contract item is backordered and determined to be awardee-caused, the awardee will issue credit or reimburse the government for any excess procurement costs. Failure to remit the full amount of the cost recovery fee within 60 calendar days constitutes a contract debt.

A contractor may be suspended and/or debarred for knowing failure to timely disclose credible evidence of a violation of federal criminal law involving fraud, conflict of interest, bribery, or gratuity violations, or a violation of the false claims act.
