Delivery is required 30 days after contract award.

The contractor warrants that the items delivered are merchantable and fit for use for the particular purpose described in this contract.

The government will award the contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

The work shall be completed within 28 business days from the contract start date. The period of performance is from 10 Aug 2026 to 07 Sep 2026.

Payment will be made by electronic funds transfer via Wide Area Workflow (WAWF). Specific document types for payment requests (invoice, receiving report, cost voucher, etc. ) will be specified by the contracting officer.

The contractor shall provide a minimum two-year warranty covering materials, workmanship, and system performance, including correction of any sagging, detachment, or gaps that allow bird intrusion.

The government intends to award on the basis of price unless past performance information indicates that the low-price quote may not represent best value. In that case, the government reserves the right to consider past performance and conduct a price-past performance tradeoff.

Contractors shall have documented experience in at least three projects of similar size and complexity within the past five years. Individual installers shall be experienced in bird exclusion system installation in operational or sensitive facilities.

Only vendors that perform a site visit will be eligible for an award due to the complex nature and precision needed to install the nets. Site visits can be coordinated through Summer Crane.

Product samples of netting, anchors, and cable are required as part of the deliverables.

Failure to perform a site visit will make a vendor ineligible for award. Not submitting quotes electronically or by the deadline may also lead to disqualification.
