This is an indefinite-delivery/indefinite-quantity (IDIQ) contract for the supply of analytical UPLC columns and QuEChERS sorbent kits. The USDA Food Safety and Inspection Service (FSIS) requires these items for their analytical laboratories. Deliveries must be made within 14 calendar days of order receipt. Orders are typically placed once per fiscal year quarter. A point of contact (POC) must be provided for the contractor. The contract is for one year. The contractor must provide three types of analytical UPLC columns and one type of Quechers sorbent kits based on the specifications listed. Minimum and maximum order quantities are specified for each item. Shipping and handling must be included in the unit pricing or listed separately. Items must be delivered within 14 calendar days upon receipt of order. Orders are typically placed once per fiscal year quarter. A point of contact (POC) must be provided for any questions or concerns the government may have concerning this contract or subsequent orders. All electronic report submissions shall be in Microsoft Word or Excel format, or PDF accessible. Delivery locations are specified for the USDA, Fsis, OPHS, Midwestern, Western, and Eastern laboratories.

The project involves collecting lotic assessment, inventory, and monitoring data in Nevada for the 2026 field season. The period of performance is from November 1, 2025, to November 30, 2026. Data collection will occur at 60 points across various districts. The contractor is responsible for coordinating with BLM, hiring crews, equipment setup, data collection, quality assurance/quality control, data submission, and macroinvertebrate and water quality submission. Specific timelines and deadlines are outlined in tables 1 and 2. The contractor must provide hitch plans, coordinate pre- and post-collection meetings, and participate in quality control checks. Personnel qualifications, including a Bachelor's degree in a relevant field and two years of experience, are required. Payment schedule and deliverables are detailed in table 4. The government will measure quality based on timeliness, accuracy, and professionalism, as outlined in table 5.

Bidders must comply with all rules, regulations, and statutes relating to purchasing in the state of Mississippi. Sealed bids will be received in the Office of Purchasing and Travel, Jackson State University, H. P. Jacobs Administration Tower, 4th floor, **** John R. Lynch Street, Jackson, Mississippi. Bidders must submit their bids either in a sealed envelope or electronically. Additional bidding requirements and terms and conditions are contained in Attachment 1, entitled General Conditions, and JSU Special Conditions, if any, are attached as Attachment 2. All bids must be received in the office of purchasing and travel before the bid opening time given below. Delivery of bids must occur within normal JSU working hours. Samples of items, when called for, must be furnished free of cost, and if not destroyed in testing, will upon request, be returned at the bidder's expense. Request for the return of samples must be made within ten (10) days following the opening bids. Each individual sample must be labeled with bidder's name, manufacturer's brand name and number and bid number. Bids must be submitted FOB destination. The vendor shall define any warranty service and replacements that will be provided. JSU reserves the right to accept or reject all or any part of any bid, waive minor technicalities and award the bid to best serve the interests of the state. JSU is exempt from federal excise taxes and state sales or use taxes. Acceptance of gifts from vendors is prohibited. Bidding by state employees is prohibited. Bid files may be examined during normal working hours by bid participants. Clarification inquiries pertaining to IFBs must include the RFx number and opening date. Clarification will only be answered in a response to a written request. No clarification will be offered as a response to a telephone request. Bid openings will be conducted as a public meeting. Supplier shall submit one copy of an itemized invoice showing order number and JSU purchase order number. JSU will incur no penalty for late payment if payment is made in 45 days or fewer from receipt of the goods or services and an uncontested invoice. Prices quoted shall be firm for the term of the contract except that JSU shall receive the benefit of any price decrease in excess of five percent (5%). Vendor must provide written price reduction information within ten (10) days of its effective date. JSU reserves the right to modify or cancel in whole or in part its invitations for bids. A written purchase order or contract award furnished to the successful bidder within the time of acceptance specified in the IFB results in a binding contract without further action by either party and without modification of JSU's terms and conditions. The contract shall not be assignable by the vendor in whole or in part without the written consent of Jackson State University. Final inspection and acceptance or rejection may be made at the delivery destination, but all materials and workmanship shall be subject to inspection and test at all times and places, when practicable. All goods will be subject to inspection and testing by JSU to the extent practicable at all times and places. Authorized JSU personnel shall have access to any supplier's place of business for the purpose of inspecting merchandise. Tests shall be performed on samples submitted with the bid or on samples taken from regular shipment. In the event products tested fail to meet or exceed all conditions and requirements of the specifications, the cost of the sample used and the cost of the testing shall be borne by the supplier.
