The Federal Bureau of Investigation (FBI) is seeking a commercial vendor to provide helicopter certified flight
instructor (CFI) and certified flight
instructor instrument (CFII)
training and endorsement services. The contract has a five-year ordering period, starting September 15, 2025, and ending September 14, 2030.
Training must be conducted during normal business hours, excluding midnight to 6:00 AM. The vendor must provide
instructors,
training aides, and
training/certification aircraft. Ground
training must be a minimum of 50 hours, and flight
training/examination must be a minimum of 20 hours for CFI and 15 hours for CFII.
Training and certification must be conducted at FAA-approved facilities. The vendor must provide a copy of the
training syllabus, courseware, and
instructor names to the contracting officer representative (COR) and contracting officer (CO) at the time of award. Course scheduling must be done by direct contact between the COR and the vendor, with written notification five working days prior to the class start date. The government will notify the contractor of any class cancellation within five working days. Students whose academic performance does not meet standards will continue in
training and be reported to the COR and CO within 24 hours. The student will remain in class until disposition instructions are received from the COR. If a student has not met required proficiency standards after completion of the
training, the contractor shall promptly notify the COR.
