All responses will be evaluated strictly based on the conditions, specifications, and evaluation criteria detailed within the attached solicitation document SF 1449. The evaluation will consider item risk, price risk, and supplier risk as assessed by the Supplier Performance Risk System (SPRS).

Offerors must submit technical documentation demonstrating that the proposed excavator meets the salient characteristics in Attachment 1. A manufacturer's confirmation letter is also required.
