The contract duration is 180 days after notice to proceed.

The contract will be a single firm-fixed-price contract.

Interested offerors must be registered in the System for Award Management (SAM) at the time of bid submission.

A site visit will follow the pre-bid conference.

All questions from the pre-bid conference must be submitted by 02 July 2026.

Bids must be received by the time and date indicated in the RFP. Bids received after the time and date set for opening will not be considered. The bid opening date is June 16, 2026, at 2:00 PM.

Terms are Net 60 days.

Proposals will be evaluated based upon compliance with the specifications, proposal price, applicability, and suitability of the product/services being offered. Product and vendor reliability, warranty, delivery time, and such other factors deemed appropriate will be considered.

Contractor must be licensed in the state of Arkansas. License number shall be stated on the proposal form. Companies are cautioned that the county is not obligated to ask for or accept data that is essential for a complete and thorough evaluation of the proposal after the opening date.

Instances of poor performance by the company will be documented and submitted to the company for immediate review and corrective action. Continued poor performance will be deemed a breach of the specifications of the RFP and shall be grounds for immediate termination of the contract.

Proposals may be withdrawn, modified or corrected by the bidder after it has been submitted, provided a written request to do so is filed with the county judge prior to the time set for opening the bid.

Failure to meet the requirements of the RFP could cause your bid to be rejected. If the company business address is within Sebastian County, proof of payment of real and personal property taxes due in 2025 must be submitted with the proposal or it can be disqualified.

The project is to be completed within thirty calendar days of the Notice to Proceed (NTP).

Contractor shall submit one copy of all payment invoices with appropriate backup documents to the COR. The COR will determine if billed services have been satisfactorily performed. The contractor shall specifically identify their last invoice as the final invoice, including the remaining payment claimed and a release of claims certificate.

Contractor shall submit a copy of their guarantee covering work, labor, and equipment for a period of one year at no cost to the U. S. Embassy.

The U. S. government intends to award a contract to the responsible company submitting a technically acceptable quotation at the lowest price.

Contractors must provide a qualifying statement that their company and all personnel are qualified to perform the tasks, including proper equipment, fall protection, hand tools, uniforms, and staff size.

If any of the contractor's services fail to meet contract requirements, the COR may require reperformance, or the U. S. Embassy may perform the services itself and charge the contractor, or terminate the contract for default.

A site visit will be held on June 18th, 2026, at 11:00 a. m. at House **** Fajara in Banjul. Attendance is mandatory, and failure to attend may result in the offer being eliminated from consideration.

Contractors shall submit product literature, samples, and standard specifications of all potential materials to be used in the project.

Offerors that fail to attend the mandatory site visit may be determined non-responsible, and their offer may be eliminated from further consideration.
