Proposals are due by 2:00 PM Pacific Time on August 20, 2026.

The evaluation committee will rank proposals based on service delivery (40 points), demonstration of ability to provide services (15 points), staff descriptions and qualifications (15 points), and responsivity and meeting individualized needs (30 points). The county may award the contract to the highest scoring proposal.

Proposers must provide a description of their firm, credentials and experience of key individuals, experience providing similar services to public entities, and their ability to meet the requirements in Section 3. They must also describe what distinguishes them from other firms.

Protests of specifications must be received in writing on or before July 23, 2026, 5:00 PM Pacific Time. Protests of award must be submitted within seven calendar days from the notice of intent to award.

Proposals may be rejected if they are late, incomplete, nonresponsive, or if proposers communicate with evaluation committee members during the procurement process. Failure to comply with solicitation requirements or providing incorrect information may also lead to rejection or contract termination.

The county has an estimated project total budget of $1,038,000.

Fees should be on a time and material with a not-to-exceed fee basis, including all estimated expenses, hourly rates, anticipated travel, and other reimbursable expenses.
