Fuel Reporting Government Bids & RFPs

Proposals are due by September 1, 2026, at 2 PM.

The resulting agreement shall be a fixed-price contract. All recurring software licensing, cloud hosting, cellular or other communications, system maintenance, technical support, data storage, subscription, and related charges shall be separately and clearly identified in the proposal.

A minimum one-year warranty on installation workmanship is required, beginning on the date of final written acceptance. Manufacturer warranties for each major component must also be identified.

The RFP will be considered based on project approach, familiarization with the site, functionality of the fuel tank monitoring and dispensing systems, software administration, experience with similar projects, company information, schedule, qualifications of personnel, compliance with scope of work, submittal requirements, technical compliance, reference verification, warranty support, project price, recurring costs, and understanding of county and state codes.

Respondents must be qualified contractors and demonstrate the capability to provide services required in accordance with the project specifications.

A mandatory pre-proposal meeting and site inspection will be held on August 21, 2026, at 10 am, starting at the Sheriff's Office Fueling Facility and concluding at the Public Works Fueling Facility.

The deadline for written questions and requests for clarification is August 25, 2026, by 2 pm.

Failure to attend the mandatory pre-proposal meeting and site inspection will make proposers ineligible to submit a proposal. Late proposals will not be accepted or considered.

Any challenges to this sole source must be received in writing and sent to ***@***. *. * to be considered by the government for the purpose of determining whether or not to compete the requirement.

Responses are due by 12:00 PM on Thursday, August 6, 2026.

Awards will be recommended to the respondent with the highest number of points, with scoring based on experience, project approach, project timeline, and price.

To be considered responsible, the submitting firm must have three years of experience, be licensed to do business in Georgia, and be financially and legally responsible.

The county may withhold payment for failure to submit subcontractor/supplier reports within thirty days following the end of the calendar quarter.

Failure to comply with the requirements contained herein may result in the submission being deemed non-responsive or non-responsible.

Quotes are due by the date specified in block 8 of the Standard Form **** or the most recent amendment.

Payments shall be made in arrears upon receipt of a properly prepared invoice, submitted electronically through the Veterans Affairs Financial Services Center (VAFSC) via Tungsten Network.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

Firms submitting offers shall have been engaged in installing, repairing, testing, and maintaining UST systems for at least five consecutive years and must provide proof of Illinois Class A, B, and C UST certification. No subcontracting is permitted.

Failure to comply with facility requirements shall be considered a material breach of this contract and may be a violation of federal law. Failure to satisfactorily accomplish required inspections in a timely manner due to lack of parts/equipment may be justification to terminate the contract.

A site visit is strongly suggested and expected for all interested parties to inspect the campus. It is scheduled for Tuesday, June 22nd, 2026, at 10:00 AM local time.

Questions must be submitted in written form via email no later than Wednesday, June 23rd, at noon local time.

Failure to comply with facility requirements, federal laws, or VA regulations may result in citation or charges answerable in the United States District Court.
