The contractor shall contact the USGS point of contact prior to delivery to coordinate delivery date and time. Electronic invoicing and payment requirements must be met using the US Department of the Treasury's Invoice Processing Platform (IPP). The offeror must review the list of excluded parties in the System for Award Management (SAM) for entities excluded from receiving federal awards for covered telecommunications equipment or services. The government will award the contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The award will be made to the offeror whose proposal represents the best overall value to the government.
