Deliverables are to be delivered within 120 days from the date of award. Vendor to provide lead time on quote. Delivery shall be FOB destination.

Payment terms are Net 30. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).

Offers will be evaluated based on price and technical acceptability. The government intends to award a low priced, technically acceptable, single firm fixed-price purchase order.

Offeror shall have an active registration in the System for Award Management (SAM). Equipment quoted must be made in USA. Specification sheets for quoted equipment must be included.

Questions concerning this solicitation must be received no later than 10 calendar days after the issuance date of the solicitation.

Failure to provide all information to aid in the evaluation may be considered nonresponsive and lead to exclusion from further evaluation and rejection. Quotes received from contractors who are not active in SAM will not be considered.

The completed interpretive display panels and all digital files shall be delivered no later than December 17, 2026.

The contractor may invoice for up to 60 percent of the contract price upon acceptance of the drafts, with the remaining 40 percent invoiced after delivery of the signage and digital files.

Offers will be evaluated on the following factors: ecent and relevant experience durability of signage past performance price.

Travel to the site is not anticipated, and any site visits will be at the contractors expense. The government will not guarantee any special accommodations if a visit should occur, but would appreciate as much advance notice as possible.

Responses will be received until 12:00 p. m. CST on August 7, 2026.

Submittals will be reviewed and considered in categories including cover letter, conceptual approach/methodology, experience and background, and project team level of participation. The contract will be awarded to the responsible firm whose proposal is deemed most advantageous to the City of Mobile.

Firms interested in performing the work will be considered based on a written response to this request for qualifications, including statement of registration, names and duties of individuals involved, qualifications of individuals, professional standing, experience in similar projects, experience within the local jurisdiction, community engagement experience, staff availability, list of qualified personnel, fiscal basis, and work location.
