The City of Rochester is seeking bids for veterinary equipment, supplies, and pharmaceuticals. The contract will be for a term of one year with an option to extend. Bids are due by June 3, 2026. The award will be based on the lowest best value offer, with a 5% price advantage for MWBE bidders. Bidders must be established veterinary pharmaceutical companies or authorized distributors. Pricing should be provided as a single percentage discount from catalog or website prices. Deliveries are expected within 10 days ARO. A W9 form is required with each bid. Bids can be submitted in hard copy or electronically through BidNet. The contract is subject to the Iran Divestment Act.
The delivery shall be within the time period stated at the time the order is placed, but in no event shall delivery be later than ten 10 days ARO (After Receipt of Order). If the contractor cannot deliver within the ten 10 day period, they must notify the city.
Prompt payment discounts allowing less than thirty 30 days for discount to apply shall not be considered as a cost factor in the evaluation of bids. In connection with any prompt payment discount offered, time will be computed from the date of receipt of correct invoice or receipt and acceptance of shipment, whichever is later.
Unless otherwise specified, the contractor shall unconditionally guarantee the materials and workmanship of all products furnished and/or services provided for a period of at least one 1 year from date of acceptance of the products delivered, installed and accepted by the city.
The city intends to award a contract to the responsive and responsible bidders whose bid is the lowest best value offer to the city on the basis of the highest percentage discount. The city reserves the right to make multiple awards, if making multiple awards is deemed in the citys best interest.
Bidders must be established veterinary pharmaceutical companies and/or authorized distributors willing and able to provide products to the city of Rochester as specified in these bid documents.
Failure of the contractor to deliver within the time specified, or within reasonable time as interpreted by the director of purchasing, or failure to make replacements of rejected articles when so requested, immediately or as directed by the director of purchasing, shall constitute authority for the director of purchasing to purchase in the open market comparable products or services rejected or not delivered. On all such purchases, the contractor shall reimburse the city within a reasonable time specified by the director of purchasing, for any expense incurred in excess of contract prices or the city shall have the right to deduct such amount from monies owed the nonperforming contractor.
Samples submitted by bidders on items which they have received an award may be retained by the city until the delivery of contracted items is completed and accepted. Bidders whose samples are retained may remove them after delivery is accepted. Bidders who are not awarded a bid must remove their samples as soon as possible after award has been made on the item or items for which the samples had been submitted.
Inquiries should be submitted in writing no later than five 5 days prior to the bid closing date. Inquiries received after that time may not be accepted.
The city reserves the right to reject any bidder who, in the opinion of the director of purchasing, cannot properly service this contract. Also, any biddercontractor seeking to renew or extend this contract or assume the responsibility of the contract awarded in response to this bid solicitation must certify at the time the contract is renewed, extended or assigned that it is not included on the prohibited entities list. Failure to demonstrate cessation of engagement in prohibited investment activities in Iran within 90 days may result in contract termination.
