Payment will be made by Unicor Federal Prison Industries Central Accounts Payable, PO Box ****, Lexington, KY **** by electronic funds transfer system for award management is incorporated by reference.

The government will award to the responsible businesses whose quote, conforming to the solicitation, is most advantageous to the government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, technically acceptable, delivery aro, and past performance.

The award will be made to responsible businesses whose quote conforms to the solicitation.

Bids must be received no later than 5:00 PM CST on the bid submission date, August 19, 2026. Delivery of supplies and services is required F. O. B. to the city's facilities.

Payment will be made net 30 days after receipt of a properly submitted invoice or the city's acceptance of the supplies or services, whichever is later. Invoices should be emailed to apinvoices@cityoftulsa. org.

Seller warrants that supplies will be of good materials and workmanship, free from defects, and conform to specifications. Services will be performed in a professional and workmanlike manner. Warranties remain in effect for 1 year from the date of acceptance or as specified in the specifications, whichever is later.

The bid award will generally go to the lowest responsible bidder, considering price, specifications, bidder history, experience, delivery time, maintenance requirements, and performance data.

Bidders must agree to the terms and conditions of the City's standard purchase agreement. Authorized agents must sign bid documents. Entities organized in states other than Oklahoma must follow their state's laws for authorization.

Failure to deliver supplies and/or services as specified may result in the city terminating the agreement and pursuing collection under any performance bond, as well as seeking other damages.

Bidders who are not recommended for award can issue an appeal at the SSA committee meeting or email the assigned buyer prior to the meeting.

Bids received after the stated date and time will not be accepted. Communication with other city staff besides the assigned buyer could result in disqualification. Failure to acknowledge addenda or amendments may lead to bid rejection.

The installation period for the first phase is projected to start October 5, 2026, and the vendor shall be able to start work within two weeks of this date through October 19, 2026. The installation period for the second phase is projected to start in March 2027.

Thornton's standard payment terms are net thirty (30) calendar days after receipt of an invoice. Invoices must be emailed to ap. invoices@thorntonco. gov.

The awarded vendor shall convey a three (3) year manufacturer's warranty on the new docking stations and a one (1) year labor/workmanship warranty on the installation. The awarded vendor shall correct, at no cost to Thornton, any installation defects discovered during the one (1) year warranty period.

Award will be made on an all-or-none basis to the lowest priced responsible and responsive bidder whose bid meets the requirements and criteria set forth in this IFB.

The vendor must have successfully installed MDT docking stations in at least 100 law enforcement or public safety vehicles in the past five (5) years. The vendor's lead installer must have at least five (5) years of experience installing MDT docking stations on law enforcement or public safety vehicles. The vendor must be an authorized reseller of Havis docking stations.

The vendor shall not employ any individual convicted of any felony charges unless prior written permission is obtained from the director of support services. Bids submitted without individual item prices listed will be considered nonresponsive and rejected.

Payment instructions are provided via Wide Area Workflow (WAWF) and require electronic submission of invoice and receiving report combo through PIEE WAWF.

Award evaluations will be made using the lowest price technically acceptable (LPTA) criteria.

Offerors must be authorized distributors of the original manufacturer's item. Proof of authorization must be provided on company letterhead signed by a responsible company official and sent with the offer.

Failure to provide proof of being an authorized distributor may affect consideration for award.
