Proposals will be evaluated under a best value standard, with criteria including respondents qualifications, experience and past performance (20%), compliance with CPA specifications (40%), and costs (40%).

Respondents must provide a profile describing their operations, previous similar work, financial stability, and include references from entities for which they have provided similar services.

In the event of a delay, CPA may require the respondent to pay liquidated damages equivalent to two percent of the total cost for services not completed per calendar day of delay.

A preproposal inspection is not applicable for this RFP.
