Responses are due by 3:00 PM MDT on Wednesday, August 5, 2026.

The awarded consultant shall submit monthly invoices to the county's project manager.

Proposals will be scored based on Experience and Qualifications (40%), Project Approach and Methodology (20%), References and Past Performance (15%), and Cost Proposal (25%).

Consultants must be certified irrigation designers (CID) or equivalent, with a minimum of three years of experience in irrigation design for public parks or similar projects, and demonstrate knowledge of local codes and water conservation practices.

The county reserves the right to cancel the contract and secure services from another consultant, charging the original consultant for additional costs if work is not completed on time.

A pre-solicitation meeting and examination of the site are recommended and will be held at Fox Run Regional Park. A representative of the consultant is encouraged to attend this meeting in order to become familiar with the specifications.

The deadline for submitting questions is July 28, 2026, at 3:00 PM.

Failure to respond in the required format, provide required information, or submit late may deem a submittal nonresponsive. False information submitted in the Consultant Information Form can serve as grounds for disqualification.

Proposals must be submitted by August 6, 2026, before 1:00 PM Mountain Daylight Time (MDT).

Payment shall be made only for services that have been performed, accepted by the city, and invoiced in accordance with the contract documents. The city shall not make advance payments for services.

The contractor shall warrant all workmanship for a minimum of one year from the date of the city's acceptance of completed services. Plant materials will have an establishment or replacement warranty as specified.

Proposers must demonstrate responsibility, qualifications, and capability to perform services, including meeting work assignment schedules, having a satisfactory performance record, and maintaining integrity and ethical practices.

A non-mandatory virtual pre-proposal conference is scheduled for July 16, 2026. Proposers are encouraged to review solicitation documents and city resources prior to attending.

The inquiry deadline for questions is July 23, 2026, before 5:00 PM. No questions are accepted after this date.

Proposals may be disqualified for reasons including submission of more than one proposal, evidence of collusion, or failure to comply with solicitation requirements.

The period of performance shall extend through August 31, 2026, including all material procurement, manufacturing lead times, onsite demolition, installation, cleanup, and final inspection.

Payment will be processed via Wide Area Workflow (WAWF). Specific document types for submission (invoice, receiving report, progress payment, etc. ) will be detailed in the contract. The contractor shall extend the full coverage of any standard commercial warranty normally offered in a similar commercial sale at no additional cost to the government. The contractor shall provide a copy of its standard commercial warranty if applicable with its offer. The warranty covers a period of months. Offeror is to insert number.

Award will be made on a lowest price technically acceptable basis.

Offerors must be registered in the System for Award Management (SAM. gov) and must be authorized resellers or distributors of the brand name item, providing documentation from the OEM.

Quotations submitted without OEM authorization documentation or those taking exception to the solicitation terms and conditions may be rejected.
