Responses to this Request for Information (RFI) are due by 12:00 PM ET on September 25, 2025. Responses must be submitted electronically via email and include RFI response NSSN **** 00 179 **** in the subject line. This RFI is for market research and planning purposes only and does not constitute a solicitation. No reimbursement will be made for any costs associated with providing information.

The tender is for a 3-phase, 400Vphph, 50Hz, diesel-powered generator with 400kVA prime power, to be delivered to NSA Souda Bay, Crete, Greece. The required delivery date is 45 days from the order date. Delivery must be adjacent to substation 3. Invoices must include the contract number and SF form **** order number. Payment will be made after delivery and acceptance of supplies and installation. The government will only pay for accepted supplies. Offerors must submit a quote in English, a completed SF **** form, all solicitation amendments, and a technical specifications document from the manufacturer. All prices must be in Euro. The government reserves the right to select a quote that provides benefit to the government that exceeds the minimum technical requirements stated. The offeror must be a responsible prospective contractor, with adequate financial resources, ability to comply with the schedule, satisfactory performance record, integrity, organization, experience, accounting and operational controls, and technical skills. A pre-award survey may be conducted.

The government intends to negotiate with authorized resellers of ex libris, who hold the proprietary information for their ex libris integrate library system software that is fedramp certified and its associated ancillary equipment and software, on a sole source basis. The requirement is for ex libris integrated library system equipment solution for deployment throughout the campus at national defense university ndu and for its accessories currently in use at ndu. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received within five days after the date of publication of this request for information rfi. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed procurement action based on the responses received is solely with the discretion of the government. The government will not pay for information received. Standard brochures and or paraphrasing of the contents of this announcement will not be sufficient to demonstrate the capabilities of an interested party.
