This is a request for prequalification of energy service companies (ESOs) to prepare and submit a proposal for a guaranteed energy savings contract in Allegheny County, PA, in accordance with the requirements of the State of Pennsylvania's guaranteed energy savings act. The notice of opportunity (NOO) invites current holders of the Department of Energy's (DOE) fourth-generation ESPC indefinite delivery, indefinite quantity (IDIQ) contract to submit an expression of interest (EOI) for contractor selection for a potential task order award. The project involves a photovoltaic (PV) system at GSFC area 100. The EOI must detail how the energy service company (ESCO) will meet the tax incentive deadlines. Additional PV systems may be considered during the investment grade audit (IGA) if the analysis does not jeopardize meeting tax incentive deadlines.

The RFP seeks proposals for upgrading/replacing existing lighting technologies with modern LED lighting solutions for Bulloch County Schools. The contractor is responsible for all costs, including audit, engineering, design, inspection, permitting, materials, equipment, labor, insurance, bonding, disposal, freight, warranties, and other costs. The contractor must also provide a valid certificate of insurance and performance/payment bonds. Work must be completed after hours, and the contractor is responsible for storage and maintaining a clean work area. Liquidated damages apply if the project exceeds the 60-day completion window. Final payment is contingent on acceptance of final completion by the agency.

Service shall include monthly equipment inspection and service and shall include emergency service within twenty- four ( 24) hours, as necessary. All service shall include all parts and labor at no additional cost. Vendor shall perform quarterly inspections on each machine to ensure optimal operating performance of the machine. Vendor will assume all costs associated with regard to travel, and any parts or material supplies needed to make each machine whole during quarterly inspections. Training: Contract vendor/lessor shall train parks personnel concerning the proper use and operation of dish machine and equipment. t t t Installation: Dish machine shall be installed in the same location as the existing unit. The existing machine will be removed by the owner or the park with the permission of the owner. The new contract vendor/lessor shall notify the park, or contract administrator, at least seventy- two ( 72) hours prior to delivery/installation. Dish machine should be installed within one ( 1) month after contract award. Machines must be traded out on a Sunday night after close of business and ready for operation at opening on Monday morning. Prices shall be inclusive of all delivery and installation charges.
