Proposals must be submitted by July 14, 2026. The project is expected to be completed within twelve months.

Payments will be issued in phases, contingent on the completion and delivery of each service.

Proposals will be evaluated based on proposer's qualifications and experience (30 points), technical approach (30 points), fees (15 points), references (5 points), and Savannah First preference (20 points).

Proposers must have demonstrated success in organizational transformation, accountability, and performance management, with experience implementing COSO internal controls and a background as a DCFO or CFO in a government setting. Expertise in implementing internal controls based on GAO Green Book standards or OMB A-123 is required.

While much of the work can be performed virtually, the selected firm should expect to conduct onsite activities at least once per month for a minimum of 40 hours over the course of the engagement.

Failure to comply with the Hire Savannah program requirements or to submit required affidavits may result in disqualification or contract termination.

The solicitation utilizes source selection procedures which require offerors to submit a technical capability, price, past performance, and safety metrics for evaluation by the government.

The proposed contract listed here is 100 percent small business set aside. The government will only accept offers from small business concerns. Interested sb concerns should, as early as possible but not later than 15 days of this notice, indicate interest in the acquisition by providing to the contracting office above evidence of capability to perform and a positive statement of eligibility as a small business concern.

The base period of performance for the contract begins on 09/27/2026 and ends on 09/26/2027. Option periods follow sequentially.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP) system. Payment requests must comply with the requirements identified in the applicable prompt payment clause included in the contract, or the clause **** contract terms and conditions commercial items included in commercial item contracts.

GAO intends to issue an award on a lowest price technically acceptable (LPTA) basis. The government will make an award to the responsible vendor whose quotation is technically acceptable and lowest priced.

Vendors must be registered in SAM (sam. gov) and provide their UEI, CAGE, and TIN. They must also indicate their company type (e. g. , small business, 8a, woman-owned, veteran-owned). For brand name products, vendors must submit proof of being an authorized reseller.

The Contract Disputes Act of ****, as amended, applies. Contractors can appeal a contracting officer's decision to the Government Accountability Office Contract Appeals Board within 90 days of receipt of the decision.

Failure to follow instructions, including submitting assumptions, caveats, or exceptions, may result in the quotation being removed from consideration. Late submissions will not be accepted.
