The Texas Health and Human Services Commission (HHSC) is seeking competitive bids for wheelchairs, wheelchair repair parts, and repair services. Responses are due October 6, 2025, at 10:30 AM Central Time. The contract is anticipated to start on October 7, 2025. Responses to this IFB must be received by July 30, 10:30 AM Central Time. The anticipated contract start date is September 1, 2025. Bidders must submit a comprehensive response including all required information and documentation. All questions and requests for clarification must be submitted by email to the sole point of contact by the deadline established in the procurement schedule. Responses to questions will be consolidated in one or more addenda. The awarded contract will be effective on the date the contract is issued and will expire on August 31, 2026. Renewal options are available for up to two one-year periods. Delivery guidelines include specific instructions on labeling, delivery times, and handling of damaged goods. The contractor is responsible for all labor, tools, transportation, equipment, materials, and supplies necessary to perform the services. The contractor must have an active telephone service answered during normal business hours. The HHSC hub coordinator has determined that subcontracting opportunities are probable. A courtesy review of the hub subcontracting plan is optional. Bidders must submit a completed hub subcontracting plan by the deadline in the schedule of events. Prices offered must be firm, fixed prices for the life of the contract. Price adjustments are not automatic. The contractor must provide, in writing, a request for a price adjustment using the specified index and formula. Invoices must include the contract or purchase order number and describe the work completed in detail. Payment will be made in accordance with the pricing provided on the pricing sheet. HHSC reserves the right to reject any or all responses and to cancel this IFB. Responses will be evaluated according to criteria including bidder meeting or exceeding requirements, ability to meet performance delivery requirements, and price. All awards are contingent upon approval of the HHSC executive commissioner or designee.
