The project involves vegetation management at Menard Hodges Mounds in the Osotouy unit of Arkansas Post National Memorial. The work includes removing overgrown hardwood forest and reintroducing native grasses to reflect the prehistoric appearance of the mounds. A certified arborist is required, and all work must comply with safety and environmental regulations. The contractor must provide a safety and accident prevention plan, arborist certification, employee certification, and training, vehicle registration, and inspection. The project must be completed within 90 calendar days, inclusive of 15 weather days. The contractor must provide daily site supervision, and all work must be completed according to the specifications. The contractor is responsible for all labor, materials, tools, equipment, and other services necessary to perform the work. The contractor must provide ground protection mats, and debris removal must be approved by the park. The contractor must comply with all park rules and regulations, including those related to smoking, work hours, and use of park facilities. The contractor must provide temporary services, equipment, tools, and skilled labor as required. The contractor must provide preexisting condition, progress, and project completion photos. All photos shall be submitted electronically by email within 7 days from time of taken or as approved by cor. The contractor must comply with all federal, state, and local safety requirements, including OSHA standards. The contractor must notify the contracting officer representative (COR) immediately in the event of a reportable accident. All work must be accomplished by skilled and experienced tradesmen in accordance with the best practices of the industry. The certified arborist must be a current ISA or equivalent certified arborist and have experience working with historic trees. Their names and certification numbers must be included in the bid document. Any change in the status of the certified individuals during the life of this contract must be reported to the contracting officer. All certification numbers will be verified through the certifying office. Failure to have a certified arborist on site during the evaluation, pruning, felling of trees and cabling shall result in the termination of the contract. All tree workers shall, through related training and on the job experience, be familiar with the technical aspects and hazards of tree maintenance work and equipment used in such operations. All tree workers shall abide by any code of ethics or professional conduct established by the national arborist association and the international society of arboriculture.
