Tree Inventory Government Bids & RFPs

Proposals are solicited from qualified vendors.

The completion date for the forest management plan is December 15th, 2027.

Professional services shall be awarded to the vendor whose proposal received the most points in accordance with criteria set forth in RFP. Evaluation criteria include completeness of response (5 points), qualifications proposal (60 points), and technical proposal (35 points).

Respondents must demonstrate experience in forest management planning and be financially solvent. The proposal should demonstrate the qualifications of the firm and of the particular staff to be assigned to this project.

The district also reserves the right to nullify, at any time, a contract resulting from this invitation for quotes for noncompliance of any part of agreed upon provisions as stated in this document.

Failure to comply with the instructions of this RFP will be cause for rejection of submittals.

Offers are due by Tuesday, July 14, 2026, before 2:00 PM CST.

All proper invoices received by the city will be paid within 30 calendar days of the city's receipt of the deliverables or of the invoice, whichever is later.

Proposals will be evaluated based on qualifications and experience, proposed methodology, project management structure and timeline, price proposal, personnel, and local/small business preference.

Offerors shall provide a description of their qualifications, including firm history, presence, experience in urban forestry inventory projects, and expertise in applicable technologies. They must have completed a minimum of three geolocated municipal tree inventory projects of comparable scope and scale.

The solicitation cover sheet will display if a site visit is being held and if attendance is mandatory.

Protests regarding the solicitation must be filed no later than five business days prior to the due date and time for proposals.

Proposals that are not minimally responsive may be deemed nonresponsive and rejected. An offeror may be rejected if determined to not be responsible.

Proposals must be received by the City of Grand Haven before 10:00 a. m. local time, Wednesday, July 1, 2026.

Partial payments may be made upon presentation of a properly executed claim voucher. The final payment will be made when materials, supplies, or equipment have been fully delivered and accepted or the work completed to the full satisfaction of the city.

Proposers shall demonstrate experience completing municipal tree inventories, urban tree canopy assessments, have certified arborists on staff, possess GIS and remote sensing expertise, and experience developing urban forest management plans and providing municipal tree inventory software.

In case of default by the bidder or contractor, the City of Grand Haven may procure the articles or services from other sources and hold the bidder or contractor responsible for any excess costs occasioned thereby.

Samples, when requested, shall be filed prior to the opening of bids and must be furnished free of expense to the city. If not destroyed, they will upon request be returned at the bidder's expense.

Bids may be rejected if proposals are not submitted on the official proposal form, if sealed proposal envelopes are not clearly marked, or if there are erasures or corrections without explanation.
