This RFQ seeks quotations for vessel charter and technical assistance for marine turtle surveys. The surveys will occur in Guam, Tinian, and Saipan, potentially in August 2025 and July/August 2026. The period of performance is from **** to **** will be evaluated based on FAR **** clauses and provisions. Offerors must be registered in the System for Award Management (SAM). This is a 100% small business set-aside. The government does not accept responsibility for nonreceipt of quotes. The contractor is responsible for requesting confirmation of quote receipt. Additional provisions and representations are not attached. The government will award a firm fixed-price purchase order. Quotes must include applicable federal, state, and local taxes. The offeror must provide a detailed technical approach writeup, describing how the vendor will perform the tasks listed in the statement of work. At a minimum, vendors shall address background and clearance to provide operations on/in Navy land waters, previous experience conducting marine turtle research in Guam/CNMI, previous experience with performing vessel charter operations and surveys in Guam/CNMI study areas, and access to appropriate permits to facilitate continuity of surveys and all data collection. Past performance on related contracts will be evaluated. Quotes must include at least two references from at least two separate contracts for similar and relevant services, including phone number, full address, and email address. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The government will include a possible extension under FAR clause **** in the overall price evaluation. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Bidders must read the entire solicitation (sections A through M, pages 1 through 47). Bidders must sign and return one original of the solicitation form (SF ****). Bid submission must include all required attachments and amendments. Bidders offering less than 90 calendar days for acceptance will be rejected. Questions must be submitted to the contract specialist via email by 3 July 2025, 4:00 PM local time. Email, telegraphic, telephonic, or facsimile bids will not be accepted. Bid results will be available online at sam. gov. This solicitation is a 100% total small business setaside. Bidders must include all applicable federal, state, and local taxes in their bid price. Performance and payment bonds are required for 100% of the total award amount. Funds are not currently available for this project, and the government reserves the right to cancel the solicitation before or after the opening date. The project will be awarded for Station Jones Beach only. Bidders are urged to visit the site to ascertain the nature and exact location of the work. The contractor must begin performance within 10 calendar days and complete the work within 115 calendar days after receiving the notice to proceed. Additional solicitation requirements include sealed offers in original and 1 copies, and an offer guarantee is not required. All offers are subject to the work requirements and other provisions and clauses incorporated in the solicitation. Offers providing less than 90 calendar days for government acceptance will not be considered and will be rejected. The offer section on page 2 must be fully completed by the offeror. The contractor shall furnish any required performance and payment bonds. Submit invoices to the address shown in item 25. Payment will be made by USCG Civil Engineering Unit Providence. The government requires performance of the work described in these documents. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The applicable NAICS code is ****, with a small business size standard of $37. 0 million. The contractor shall submit a schedule showing the order in which the work will be performed, and the dates when the contractor contemplates starting and completing the several salient features of the work. The contractor shall furnish a certificate of insurance within 10 calendar days after award of the contract. The contractor shall submit an executed statement and acknowledgement (SF ****) to the contracting officer for every subcontractor. The contractor shall furnish a detailed proposal for all contract modification requests (CMRs). The contractor shall comply with the limitations on subcontracting. Apprentices and trainees will be permitted to work at less than the predetermined rate for the work performed under certain conditions. The contractor shall pay to workers, while performing in the United States, and performing on, or in connection with, this contract, a minimum hourly wage rate of **** per hour beginning January 30, 2022. The contractor shall adjust the minimum wage paid, if necessary, beginning January 1, 2023, and annually thereafter, to meet the applicable annual E. O. minimum wage. The contractor shall notify all workers performing work on, or in connection with, this contract of the applicable E. O. minimum wage rate under this clause. The contractor shall make and maintain records, for three years after completion of the work, containing the following information for each worker.
