The government will award a BPA resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The award will be made using the lowest price technically acceptable LPTA methodology.
Contractor shall provide documentation demonstrating a commercial record or confirming that they are capable of consistently providing both the quantity and purity of the required supplies. Contractor must have drivers that are U. S. citizens. Contractor must provide documentation showing capability to provide service and repair to vendor supplied storage tank, regulators, and telemetry.
