The Oak Ridge National
Laboratory (ORNL) is seeking proposals for the design, build, and installation of a bulk liquid nitrogen system. The RFP closes on August 13, 2025, at 1:00 PM EST. Proposals must be submitted in MS Excel, MS Word, or PDF formats, and must adhere to the provided requirements. The offeror must clearly state a definite time for delivery of supplies or performance of services. The buyer reserves the right to update the RFP by amendment prior to the award date. The evaluation will be based on the lowest price technically acceptable (LPTA) criteria. Additional information, including terms and conditions, statement of work, technical specifications, and certifications, are attached to the RFP. Questions regarding the RFP must be submitted in writing to the procurement officer by July 25, 2025, at 12:00 noon EST. Offers may be withdrawn before award. The proposal package must include a technical proposal, cost proposal, exceptions/noncompliance, conditions/assumptions, and supplementary requirements. Payment will be made by electronic funds transfer (EFT). The buyer may consider a proposed payment plan. The offeror must identify any conditions and/or assumptions of its proposal. The offeror must list any foreign end products and their country of origin. The offeror must state the overall objectives and specific accomplishments they hope to achieve. The technical proposal shall not exceed 20 pages excluding personnel resumes. The technical proposal must enable the technical evaluators to make a thorough analysis and arrive at a sound determination as to whether or not the proposal meets the buyer's requirements. The technical proposal must be sufficient to show how the offeror proposes to comply with the buyer's requirements and it must include a full explanation of the methods proposed. The offeror shall include a glossary of acronyms and special terminology. No certified cost or pricing information shall be included in the technical proposal. The technical proposal must be in the following format: personnel, special mention of direct technical supervisors and key technical personnel, principal investigator/project director, other key personnel, additional personnel, resumes, technical objectives, technical approach, technical methods, schedule, facilities and resources, other considerations, agreements and/or arrangements with subcontractors, unique arrangements, equipment and unusual operating procedures, recommendations for changing reporting requirements or other deliverables. All proposals shall be submitted in US dollars (USD). The cost breakdowns shall identify the following information: direct labor, subcontracts, travel, materials and equipment, other direct costs, indirect expenses, and fee or profit. The buyer may request certified cost and pricing data prior to award. The offeror shall list as foreign end products those end products that are manufactured outside of the United States that do not qualify as domestic end products. If the special provisions section of this RFP includes either the exhibit 1b, patent rights acquisition by the government or the exhibit 1c, patent rights retention by the seller short form clause, and you have requested an advance waiver of patent rights, offeror shall submit a copy of the form submitted to the DOE patent counsel. Payment terms are net 30 days net 15 for small business upon final acceptance of the product/service. All payments will be made in US dollars (USD).
