The NASA Ames Research Center is seeking proposals for facilities support services at Moffett Field. The draft request for proposal (RFP) has generated many questions, and the final RFP release is delayed. Offerors should review the final RFP thoroughly, as it has significant changes from the draft version, including changes to evaluation criteria (removing mission suitability and focusing on a best value tradeoff between past performance and cost price), addition of government estimates of direct labor hours and labor categories, increased page limitations for past performance volumes, and evaluation of government property management plans and data rights assertions for eligibility. Comments on the draft RFP should be submitted electronically within 21 calendar days of release. Additional answers to questions will be provided as updates to the attached spreadsheet. The principal purpose of this requirement is to provide operations, maintenance, and repair services to the Moffett Field site. Potential offerors are encouraged to comment on all aspects of the draft solicitation, including requirements, schedules, proposal instructions, and evaluation approaches, and any perceived safety, occupational health, security, environmental, export control, and/or other programmatic risk issues associated with performance of the work.
