The tender specifies the construction and installation of a precast concrete vault toilet building, including detailed requirements for materials (concrete, steel, etc. ), design criteria (wind load, snow load, earthquake resistance, ADA compliance), manufacturer criteria (ISO ****, PCI certification), and installation procedures (excavation, backfill, compaction). A one-year warranty is included. The project involves transporting and installing one precast concrete toilet and associated site work at the Herman Gulch Trailhead site. The tender requires the contractor to provide all supervision, personnel, equipment, tools, transportation, materials, supplies, off-base storage and disposal for the removal and installation of carpet and floor tile at Whiteman Air Force Base. The government will not provide storage for excessive carpet, tiles, or materials apart from up to two boxes of carpet tile and/or hard tile at the installation location if requested on the delivery order. The contractor shall provide material including, but not limited to, specific types of flooring, adhesives, and accessories. The contractor shall order all carpet, carpet pad, and carpet adhesives through the mandated USAF Carpet II program. The contractor must submit samples and product literature of all products specified in the statement of work, not ordered through the USAF carpet program. The contractor is responsible for material disposal, providing a dumpster and/or hauling service for each delivery order. Work locations are various buildings in indefinite quantities. All work shall be done with the buildings occupied and immediate work area unoccupied. The contractor shall coordinate all work with the contracting officer, contract officer representative, and the occupants. Additional information is required regarding product descriptions, technical data, application and installation instructions, and a tile pallet board. The contractor shall be responsible for the removal, reinstallation, or movement of furniture required for floor cover installation as specified in the delivery order. The contractor shall provide a contract manager and alternates authorized to make all decisions. The contractor shall provide a contract manager or alternate physically on Whiteman AFB MO to always serve as a government point of contact. The government will inspect each delivery order for acceptance of work. Payment will not be authorized except for progress payments covering the cost of the carpet material, and the remainder after the delivery order has been completed that also includes any punch list items identified during the final inspection. The contractor is required to notify the COR and the contract administrator a minimum of five workdays ahead of when work is projected to be complete to schedule a final inspection and acceptance of work. The period of performance is one base year of 12 months and four 12-month option years for a total period of five years. The contractor shall comply with all applicable Whiteman AFB or facility access along with local security policies and procedures. All contractor and subcontractor personnel must consent to Missouri uniform law enforcement system (MULES) background checks. All vehicles used in the performance of this contract shall be in an operable condition and meet the federal, state, and local safety and licensing requirements. The base communications authority must approve the use of two-way radios. The contractor's employees shall become familiar with and obey the regulations of the installation including fire, traffic, safety, and security regulations. All communications with DOD organizations are subject to COMSEC review. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DOD information. Any radioactive material or class 3B lasers must be coordinated with the installation radiation safety officer, 509th Bioenvironmental Engineering, prior to bringing the equipment on base. The government will inspect each delivery order for acceptance of work in accordance with the requirements set forth in this contract. Payment will not be authorized except for progress payments covering the cost of the carpet material, and the remainder after the delivery order has been completed that also includes any punch list items identified during the final inspection. The contractor is required to notify the COR and the contract administrator a minimum of five workdays ahead of when work is projected

A pre-bid meeting is scheduled for April 17, 2025, at the facilities conference room. The project involves waterproofing the basement corridor of Mead Hall, including partial removal of the existing ceiling, preparation and installation of polyurethane injection grout and crack sealer, and installation of a new ceiling and refinishing the concrete foundation wall.
